Providers had mixed responses. Some reported being licensed for certain IDD services (such as EIDT or residential) but chose not to enroll with one or more PASSEs due to capacity limitations, staffing constraints, or a strategic decision to focus on their core service offerings. Providers are not required to enroll with all PASSEs for every service they are licensed to provide — enrollment and licensure are separate processes. Providers considering this approach should notify their DDS regional contact and review their PASSE network agreements for any participation requirements.
