This was a follow-up survey question to ADMIN-EXIST-0002. Responses indicated that most providers who elected not to offer a particular licensed service made that decision consistently across all PASSEs rather than selectively opting out with only some PASSEs. A few providers noted they had negotiated individually with specific PASSEs about their service offerings based on network contract terms.

Providers considering opting out of a service with some but not all PASSEs should review their individual PASSE network agreements, as participation requirements and opt-out processes may vary by PASSE.
